Аннотация: The paper explores the poorly studied history of mobilization planning in Soviet Karelia in 1930s. The institutionalization of mobilization preparations at the regional level and the dynamics of threatened border areas of Karelia are considered. The article is focused on the implementation of civil-military infrastructure and evacuation planning in prewar decade in Soviet Karelia. It is shown that the implementation of the planned indicators of infrastructural civil-military mobilization preparations in Karelia lagged behind the pace of extension of the threatened areas of the autonomous republic. Construction works that didn’t require substantial financial investments were only performed in the autonomous republic in the second half of the 1930s, and evacuation volumes had been reduced.
