ON THE RESULTS OF MONITORING THE PROJECT ACTIVITY OF SOCIALLY ORIENTED PUBLIC ORGANIZATIONS OF THE REPUBLIC OF KARELIA IN 2015–2017.

Аннотация: Along with the mapping of federal trends in state support of socially oriented non-profit organi-zations (hereinafter — SO NPO), it is relevant to analyze the specifics of the involvement of civil society institutions in the implementation of social policy at the regional level. At the same time, it should be noted that the system of grant support for SO NPOs, formed in 2011—2013, un-derwent significant modification in 2017 due to the formation of a single Fund, the operator of presidential grants for the development of civil society, the procedures for applying and summa-rizing results were simplified and made more transparent. Comparison of the results of the partic-ipation of the Republic of Karelia’s SO NPOs in competitions of Presidential grants for NGOs in 2013—2016 and 2017—2018 makes it possible to identify the effects of updated forms of state support of civil society institutions at the regional level. The first effect concerns the number of participating organizations: in 2013—2016 106 organiza-tions applied for 12 grants, 21 of them from districts of the Republic, and in 2017—2018 212 organizations competed for grants, 40 of them represented district SO NPOs. Against the back-ground of a twofold increase in the number of participants, there has been an almost threefold increase in the number of supported projects, from 38 projects supported in 2013—2016 to 94 in 2017—2018. The second effect is the willingness of the grant operator to support projects sub-mitted by SO NPOs of municipal districts of the Republic. In 2017—2018 40% of applications submitted by SO NPOs from the districts received financial support, while the Republic’s aver-age was 33.4%. The third effect concerns changes in the amount of allocated funds. In 2013—2016 the amount of funds allocated was about 42.5 million rubles, in 2017—2018 more than 142 million rubles. In total, during the time considered in the study, the grant support for the projects of the SO NPOs of the Republic amounted to 184.5 million rubles. In the periods analyzed, there are no particular differences in the directions of the project activi-ties of the SO NPOs, supported by grants. The most extensive support is provided in the follow-ing areas: social services, social support and protection of citizens, protecting the health of citi-zens, promoting healthy lifestyles, preservation of historical memory. Thus, a comparison of the results of the two selected periods allows one to recognize a significant increment in the scale of state support for the project activities of SO NPOs. At the same time, these results show that a pool of effective organizations has been formed in the Republic of Karelia, whose project activi-ties, encouraged by the state, form the contours of the region’s social space.
