Аннотация: The article describes the current state of the cross-border business cooperation of the Republic of Karelia and Finland, which is after the recent ratification of funding for cross-border cooperation programs at the activation stage. The factors contributing the development of business relations between Karelia and Finland are considered. It is concluded that there are reserves for the development of Karelian-Finnish business relations, depending on the formation of an effective institutional environment, in particular, the institution of good neighborliness. The scientific novelty of the research results is confirmed by the following applied results: systematized the basic institutions for the development of foreign economic activity to improve the Karelian-Finnish business climate (Russian Export Center, Finnvera, NEFCO, NIB, ENI); highlighted the promising direction of development of cross-border cooperation between Karelia and Finland through the formation of cross-border youth entrepreneurship; the possibility of activating activities in the field of systematic monitoring and assessment of the dynamics of business cross-border cooperation between Karelia and Finland, including by opinion polls. The significance of the findings obtained by the author is that the study proposes an approach to the development of institutions as an independent factor capable of reducing public transaction costs. The main results and conclusions of the article can be used by regional and local authorities in the development of socio-economic programs and the development of Karelian-Finnish business cooperation.
